Project Overview

This study examines AI-generated deepfakes and voter manipulation in Nigeria's 2026 gubernatorial elections, revealing significant vulnerabilities stemming from high social media penetration, ethno-religious sensitivities, and institutional trust deficits (BusinessDay, 2025; Ololajulo, 2026). Documented cases from the 2023 elections demonstrate that deepfakes have already been deployed to damage reputations, inflame tensions, and undermine electoral integrity (Allen, 2025). The research finds that Nigerian institutions remain inadequately prepared, with limited detection capacity, absent regulatory frameworks, and ineffective countermeasures (FactCheckHub, 2026; JHR & UN OHCHR, 2026). A multi-dimensional framework integrating legal reform, institutional capacity building, technological investment, media literacy education, and platform accountability is proposed to safeguard Nigeria's democratic processes against AI-enabled manipulation (Ololajulo, 2026).

Abstract / Chapter One Preview

The proliferation of artificial intelligence (AI) technologies has introduced unprecedented challenges to electoral integrity worldwide, with deepfake technology emerging as a particularly potent tool for voter manipulation. This study examines the phenomenon of AI-generated deepfakes and their impact on voter manipulation in the context of the 2026 Nigerian gubernatorial elections. As Nigeria approaches the 2027 general elections, the 2026 gubernatorial contests serve as critical barometers for understanding the evolving threat landscape of AI-enabled disinformation in African democracies (Allen, 2025; BusinessDay, 2025). Drawing on a systematic literature review and analysis of recent electoral experiences in Nigeria and other jurisdictions, this research investigates the mechanisms through which deepfakes are deployed to manipulate voter perceptions, assesses the institutional preparedness of Nigerian electoral stakeholders to counter these threats, and evaluates the effectiveness of existing countermeasures. The findings reveal that Nigeria exhibits significant vulnerability to deepfake manipulation due to a combination of factors including high social media penetration, weak regulatory frameworks, ethno-religious sensitivities, low digital literacy, and an existing trust deficit in electoral institutions (FactCheckHub, 2026; Ololajulo, 2026). The study identifies that deepfakes have already been deployed in Nigerian electoral contexts, with documented cases during the 2023 elections demonstrating their capacity to damage reputations, inflame tensions, and erode public trust (BusinessDay, 2025). While AI-powered detection tools and fact-checking initiatives have emerged as countermeasures, their effectiveness is constrained by the sophistication of generative AI, the closed nature of platforms like WhatsApp where much political content circulates, and the absence of comprehensive regulatory frameworks (Allen, 2025; CETDI, 2026; FactCheckHub, 2026). The study concludes by proposing a multi-dimensional socio-technical framework that integrates legal reform, institutional capacity building, technological investment, media literacy education, and platform accountability to safeguard electoral integrity in the AI era (JHR & UN OHCHR, 2026; Ololajulo, 2026). This research contributes to the growing body of literature on AI and democracy in African contexts and provides actionable recommendations for policymakers, electoral management bodies, civil society organisations, and technology platforms.
